I've been collecting them all since Pokemon Emerald and its been fairly easy because I just catch the newer pokemon of each new game. I have 648 in Black 2 (Just missing Mew) and I'm just waiting for PokeBank to transfer them to X.
The fact that the city is completely circular and so symmetric doesn't help.
